Activities related to the launch of the priority program “Support for the Construction and/or Expansion of Public Charging Stations for Heavy Transport” are gaining momentum. The Investment Committee of the Modernization Fund (FM) has approved another tranche of funding for programs to accelerate energy transformation in Poland. Among them is the program “Support for the Construction and/or Expansion of Public Charging Stations for Heavy Transport”, which is scheduled to be launched by NFOSiGW in Q4 2024.
Program Budget: 2,000,000,000 PLN
- At least 80% of the budget for supporting charging stations located along the core TEN-T network
- Up to 20% of the budget for supporting charging stations located in logistics centers or intermodal terminals
Implementation Period: The program will be implemented from 2024 to 2029
- Commitments (signing contracts) until 30.06.2029
- Expenditure of funds until 31.12.2029
- Support Intensity: Up to 100% of eligible costs
Types of Investments:
- Construction of a public charging station:
- 2 charging points with individual output power of at least 350 kW for investments along the TEN-T core network;
- 1 charging point with individual output power of at least 350 kW for investments in a logistics center or intermodal terminal.
- Reconstruction of a public station to create at least:
- 2 charging points with individual output power of at least 350 kW for investments along the TEN-T core network;
- 1 charging point with individual output power of at least 350 kW for investments in a logistics center or intermodal terminal.

Eligible Costs:
- The eligibility period for the costs of a given investment starts no earlier than the date of submitting the application for funding and lasts until 30.06.2029;
- The eligibility of costs is determined in accordance with the Guidelines on eligible costs, with the stipulation that the following costs are eligible:
- The costs of acquiring fixed assets directly related to the construction/expansion of the charging station or the cost of their production by the beneficiary, excluding the costs of construction and modernization of RES installations;
- The capital portion of leasing installments – costs related to fixed assets directly related to the construction of the charging station, excluding the costs of construction and modernization of renewable energy installations. The installments and fees mentioned above must be specified in leasing agreements, which must also include the lessee’s (beneficiary of the funding) obligation to purchase the fixed assets after the lease period and indicate that the fixed assets will be located at the charging station – for at least the investment’s duration;
- Installation and construction works costs;
- Connection installation costs;
- The purchase price of intangible assets and legal rights or the cost of their creation in-house;
- Technical documentation costs;
- Costs of investor or author supervision;
- Testing and acceptance costs if they increase the value of fixed assets;
- Taxes and fees related to the implementation of the investment, incurred during the investment period, other than excise tax and VAT; VAT related to the implementation of the investment, if the entity applying for funding is not entitled to reduce the amount of due tax by the amount of input tax as understood in the Act of March 11, 2004, on Goods and Services Tax (consolidated text: Journal of Laws of 2021, item 685, as amended);
- The cost of building an energy storage system, provided it stores RES energy produced on-site and the storage is used solely for the needs of the constructed/expanded charging station.
Program Beneficiaries:
- Entrepreneurs as defined in the Act of March 6, 2018, Law on Entrepreneurs (consolidated text: Journal of Laws of 2023, item 221, as amended), who have a registered office or branch in the territory of the Republic of Poland;
